Critics say that it’s “foot dragging!” Ooooooooooooh, G. W. is good at that!
Bush has “a talk” on “energy conservation;” a “timely move;” gas is at an all time high ($3.10 a gallon)!

The EPA must take action under the clean air act!
And a mandatory fuel standard, by 2017; new rules to take place in 2017!
